ONE:The Committee of Inquiry, stimulated by the disappointment of the public, began preparations for a fresh report; but their labours were cut short by the termination of the Session. In order to conciliate in some degree public opinion, Ministers hastened to allow the passing of a Bill to exclude certain officers from the House of Commons; they passed another to encourage the linen manufacture; a third, to regulate the trade of the Colonies; and a fourth, to prevent the marriage of lunatics. They voted forty thousand seamen and sixty-two thousand landsmen for the service of the current year. The whole expenditure of the year amounted to nearly six million pounds, which was raised by a land-tax of four shillings in the pound; by a malt-tax; by a million from the sinking fund; and by other resources. They provided for the subsidies to Denmark and Hesse-Cassel, and voted another five hundred thousand pounds to the Queen of Hungary. On the 15th of July the king prorogued Parliament; at the same time assuring the two Houses that a peace was concluded between the Queen of Hungary and the King of Prussia, through his mediation; and that the late successes of the Austrian arms were in a great measure owing to the generous assistance of the British nation.

ONE:The Houses of Parliament reassembled on the 17th of January, 1712, and Anne sent word that she was not able to attend in person, not having recovered sufficiently from her attack of the gout. She announced that the plenipotentiaries were now assembled at Utrecht, and[2] were already engaged in endeavouring to procure just satisfaction to all the Allies according to their several treaties, and especially with relation to Spain and the Indies. This was a delusion, for, by our treaty with the Emperor, we had engaged to secure Spain and the Indies for his son; and it was now, notwithstanding the assurance in her message regarding them, fully determined to give them up to Philip. There was a strong protest in the message against the evil declarations that there had been an intention to make a separate peace, though nothing was more notorious than that the Ministers were resolved, if the Allies did not come to their terms, to go on without them. The message ended by recommending a measure for the restriction of the liberty of the press. Much alarm was expressed at the great licence in the publishing of false and scandalous libels, though the Ministers themselves did not scruple to employ the terrible pen of Swift.

ONE:Mr. Lamb, the Chief Secretary, wrote to Mr. Peel to the same effect. The Act, he said, had failed in fulfilling its main object, as well as every other advantageous purpose. To re-enact it would irritate all parties, and expose the Ministry to odium. He alluded to sources of dissension that were springing up in the Roman Catholic body, particularly the jealousy excited in the Roman Catholic prelates by the power which the Association had assumed over the parochial clergy. On the whole, his advice was against renewing the Statute. On the 12th of April Lord Anglesey wrote a memorandum on the subject, in which he pointed out the impolicy of any coercive measure, which, to be effective, must interfere with the right of public meeting, and make a dangerous inroad on the Constitution, at the same time displaying the weakness of the Government, which is shown in nothing more than passing strong measures which there was not vigour to enforce. His information led him to believe that the higher orders of the Roman Catholic clergy had long felt great jealousy of the ascendency that the leaders of the Association had assumed over the lower priesthood. Besides, many of the most respectable of the Catholic landlords were irritated at their tenantry for continuing to pay the Catholic rent, contrary to their injunctions; and sooner or later he believed the poorer contributors must consider the impost as onerous, arbitrary, and oppressive. These matters he regarded as seeds of dissolution, which would be more than neutralised by any coercive attempt to put down the Association. He felt confident that no material mischief could result from allowing the Act quietly to expire, supported as the Government was by "the powerful aid of that excellent establishment, the constabulary force, already working the greatest[270] benefit, and capable of still further improvement, and protected as this force was by an efficient army, ably commanded."

ONE:Leipsic is nearly surrounded by rivers and marshy lands, and only, therefore, accessible by a number of bridges. The Pleisse and the Elster on the west, in various divisions, stretch under its walls; on the east winds far round the Parthe; on the south only rise some higher lands. On the 16th of October, at break of day, the Austrians attacked the southern or more accessible side with great fury, headed by Generals Kleist and Mehrfeldt, and were opposed by Poniatowski and Victor. Buonaparte was soon obliged to send up Souham to support these generals. Lauriston also was attacked by Klenau at the village of Liebertvolkwitz. After much hard fighting, Buonaparte ordered up Macdonald, who broke through the Austrian line at the village of Gossa, followed by Murat; Latour-Maubourg and Kellermann galloped through with all their cavalry. Napoleon considered this as decisive, and sent word to the King of Saxony that the battle was won, and that poor dupe and unpatriotic king set the church bells ringing for joy. But a desperate charge of Cossacks reversed all this, and drove back the French to the very walls of the town. In the meantime, Blucher had attacked and driven in Marmont, taking the village of Machern with twenty pieces of cannon and two[71] thousand prisoners. On the side of the Pleisse Schwarzenberg pushed across a body of horse, under General Mehrfeldt, who fell into the hands of the French; but another division, under General Giulay, secured the left bank of the Pleisse and its bridges, and had he blown them up, would have cut off the only avenue of retreat for the French towards the Rhine. Night fell on the fierce contest, in which two hundred and thirty thousand Allies were hemming in one hundred and thirty-six thousand French; for the Allies this time had adopted Buonaparte's great rule of conquering by united numbers.

THREE:The prejudiced old man fought with desperation against the measure in the Lords. He was tremendously severe on the Government. He said, much as he had heard of the march of mind, he did not believe that the march could have been so rapid as to induce some of the changes of opinion which he had witnessed within the last year. His opinions are now among the curiosities of a bygone age. His idea of religious liberty may be seen from the following:��"The Sacramental Act, though often assailed, had remained ever since the reign of Charles II., and the Annual Indemnity took away all its harshness. The obnoxious Act did not interfere with the rights of conscience, as it did not compel any[267] man to take the sacrament according to the rites of the Church of England, and only deprived him of office if he did not." He concluded by solemnly saying, "From his heart and soul, 'Not Content.'" He was effectually answered by the Duke of Wellington, and the Bill was read a second time, without a division, on the 17th of April. On the 21st he proposed an amendment to exclude Roman Catholics from the benefit of the measure by inserting in the declaration the words, "I am a Protestant." The amendment was negatived by 117 to 55; but so eager was he to have it adopted, that he renewed it on the third reading of the Bill, when the Contents were 52, Not Contents 154. Still he entered on the Journals a violent protest against the Bill, in which he was joined by the Duke of Cumberland and nine other peers. As soon as the measure was carried, all the world acknowledged the Duke of Wellington's sagacity in declining the offer of Lord Eldon to return to office; for if that sturdy adherent to ancient prejudices had been Lord Chancellor or President of the Council, the Government must either have been speedily dissolved by internal dissensions or overthrown by a vain resistance to the popular voice.

THREE:The fleet sailed from the Downs on the 28th of July, 1809, and on the 30th it touched at the islands of South Beveland and Walcheren. The orders of the Government were, "the capture or destruction of the enemy's ships, building or afloat at Antwerp and Flushing; the destruction of the arsenals at Antwerp, Terneuse, and Flushing; the reduction of the island of Walcheren, and, if possible, the rendering of the Scheldt no longer navigable for ships." Nelson, who had contemplated this enterprise, had calculated that it would require four or five thousand men, and could be accomplished in a week. But now Buonaparte had rendered the task more difficult, and there was no Nelson to do it. The most sagacious of the officers pointed out that the first rush should be for Antwerp, as the extreme point of the expedition, so as to destroy or capture the vessels there before the French could come to the rescue. The places nearer to the sea could be taken in returning. Had the troops landed at Blankenberg, they could have made a rapid march along a paved road through Bruges and Ghent, and captured Antwerp, only forty-five miles distant, whilst the fleet ascended the Scheldt to receive them on their return; but no such common-sense ideas found acceptance with the commanders. They determined to reduce Flushing first, and the other forts on the Scheldt, as Lillo and Liefkenshoek, in succession, by which time it was certain that the French would appear at Antwerp in numbers sufficient to protect it. Flushing was attacked on the 1st of August, and did not surrender till the 16th. Had this been the reduction of Antwerp, the rest of the objects of the expedition would have followed of course; but Lord Chatham and Rear-Admiral Strachan were in no hurry. They remained signing the capitulation, securing six thousand prisoners that they had taken, and reducing two small islands to the north of the eastern Scheldt, till the 21st (three whole weeks virtually wasted!), and on the 23rd they landed at Ter Goes, on the neighbouring island of South Beveland. Here, again, they delayed another precious fortnight, whilst the[582] French were planting batteries at every turn of the river between them and Antwerp; had drawn a boom-chain across the channel between Lillo and Liefkenshoek; and had sunk vessels to obstruct the narrowest part of the channel beyond. They still talked of forcing their way to Antwerp; but according to a satiric rhyme of the time��Pichegru, on his part, having driven back Clairfait, turned round on the Duke of York, who lay at Tournay. There he met with a severe repulse, and fell back with heavy loss; but Clairfait having again advanced to regain Courtrai, Pichegru once more engaged and defeated him. Clairfait then fell back into Flanders, to cover Ghent, Bruges, and Ostend. Pichegru, urged on against his better judgment by St. Just, who was the Commissioner from the Convention, sent Kleber and Marceau across the Sambre to attack General Kaunitz; but Kaunitz gave the French a severe defeat, killing four thousand of them; and had the Austrians been as rapid as they were brave, they might have nearly exterminated the whole of the French division. This success inspirited the Allies to advance actively, but the Duke of York, not taking into account the habitual slowness of German troops, shot ahead, expecting to fall in with Clairfait's columns at Turcoing; but there he only found the French, under Souham and Bonnaud, who well nigh enveloped him by their vast numbers, totally defeated, and nearly took him prisoner. This gave such a panic to the Austrians, that the entire army fell back, and Francis II., thoroughly discouraged, withdrew from the command and left it to the Prince of Coburg. The Duke of York rallied, and maintained his ground at Tournay against Pichegru, and Kaunitz followed up his advantage against Kleber and Moreau, driving them across the Sambre; but these were only temporary successes. Jourdain, finding no Prussians in the Moselle, drew nearer to the camp of Pichegru. There were various conflicts at Ypres, Charleroi, and on the plains of Fleurus. The Allies drove the French three times across the Sambre, but they returned with fresh and never-ending forces, and compelled the Allies to a general retreat. Bruges opened its gates to the French; Pichegru, aided by Moreau, compelled the Duke of York to retire successively on Oudenarde, Tournay, and Antwerp, places filled with the fame of Marlborough. At Antwerp the Duke of York was joined by Lord Moira, with ten thousand men, intended originally for La Vend��e, but too late to prevent the massacre of Savenay. The English garrison quitted Ostend, and came round to Antwerp; and the British occupied that town, whilst Clairfait lay at Louvain, and the two armies, unitedly, protected Mechlin.

THREE:Such was the formidable opposition with which Parliament came to the consideration of this peace. It met on the 25th of November, and the tone of the public out of doors was then seen. The king, as he went to the House of Lords, was very coolly received by the crowds in the streets, and Bute was saluted with hisses, groans, and the flinging of mud and stones. On the 19th of December he moved in the Lords an address in approbation of the terms of the peace. Lord Hardwicke opposed the motion with great warmth and ability, but there was no division. Very different was the reception of a similar address in the Commons the same day, moved by Fox. There Pitt, who was suffering with the gout, denounced the whole treaty, as shamefully sacrificing the honour and interests of the country. When he rose he was obliged to be supported by two of his friends, and was at length compelled to beg to be allowed to address the House sitting. He yet made a vehement speech of three hours and a half against the conditions accepted. The Ministry, however, had a large majority, three hundred and nineteen voting for them against sixty-five. With this brief triumph of Bute's unpopular party closed the year 1762.Ministers carried their indemnity in the Commons by one hundred and sixty-two against sixty-nine; but this did not prevent a prolongation of the demands of the Reformers for a searching inquiry into their employment of the spies. Many petitions were presented to the House of Commons for this inquiry��one of them from Samuel Bamford, who had been a sufferer by imprisonment. On the 3rd of February Hone's case was brought forward by William Smith, of Norwich; on the 10th, Lord Archibald Hamilton made a motion for inquiry into similar prosecutions of persons in Scotland, and especially of Andrew M'Kinley, and this was supported by Sir Samuel Romilly and others, but rejected; yet the next day Mr. Fazakerley made a demand for a rigid inquiry into the employment of the spies, and for ascertaining whether they really had exceeded their instructions. Here was an opportunity for Ministers to clear themselves, were they really innocent of sending them out to excite as well as to discover conspirators. There was a violent debate, but the motion was rejected by one hundred and eleven against fifty-two. The discussion left no doubt of the employment of Oliver and others, and this fact being put beyond dispute, Ministers should, in self-vindication, have cleared themselves, if they were guiltless, as their friends pretended; but they did not do so. On the 17th Lord Folkestone moved for inquiry into the treatment in prison of Mr. Ogden and others, and a similar motion was made on the 19th, in the Lords, by the Earl of Carnarvon. In both cases Ministers, instead of courting inquiry, resented it, and closed the door of investigation by large majorities. Lords Sidmouth, Bathurst, and Liverpool were prominent in staving off these inquiries; and Lords Grosvenor, King, and Holland were earnest in urging the necessity of such inquiry for their own good fame. Lord Stanley, afterwards Earl of Derby, put this in the strongest light. He said that he thought Ministers "had been much calumniated, but they would be most so by themselves if they refused to inquire into those acts, when inquiry, according to their own statements, would fully[135] acquit them of the charges laid against them." This was so self-evident that the fact that they would not admit this inquiry might, were there no other grounds for decision, be taken as positive proof of their guilt. But it is not likely that Oliver and his comrades, who were for months in daily communication with Ministers whilst on their detestable missions, would have dared so far to exceed their orders, or, had they done so, that they would have been protected at the expense of the reputations of Ministers themselves, and rewarded into the bargain. The instructions to these men were undoubtedly of too dark a character to be produced in open daylight.

ONE:But far more important are the wondrous powers evolved from the study of heat. The pioneer in this branch of work was the Hon. H. Cavendish, who was born in 1731, and devoted his life, until his death in 1810, to the pursuits of science. He was followed by Dalton, who made several important discoveries in chemistry, particularly with reference to the gases, and in the doctrine of heat. With the greatest modesty and simplicity of character, he remained in the obscurity of the country, neither asking for approbation nor offering himself as an object of applause. In 1833, at the age of sixty-seven, he received a pension from Government, which he enjoyed till 1844, when he died. His discoveries may be said to have terminated at the age of forty, though he laboured for thirty years after. His first sketch of the atomic theory was propounded as early as 1807.LORD LIVERPOOL. THREE:It has been remarked that the "monster meetings" could never have been conducted in the orderly manner for which they were distinguished, but for the Temperance reform which had been effected by Father Mathew, a benevolent, tolerant, and single-minded friar from Cork, who was known as the Apostle of Temperance, and who had induced vast numbers from all parts of the country to take the pledge, which the majority religiously kept for some years. The monster meetings, of which forty-five were held during the year, were vast assemblages whose numbers it was difficult to calculate, but they varied from 20,000 to 100,000 each. The people, generally well-dressed, came crowding to the appointed place from every direction, some on horseback, some on jaunting cars and carts, generally preceded by bands with immense banners, and sometimes marching in military order. O'Connell, the "uncrowned monarch," as his followers called him, arrived from Dublin, sitting on the dickey of a coach, usually drawn by four horses. He was always accompanied by his devoted friend, Tom Steel, the "head pacificator," one of the most ardent of hero-worshippers, who looked up to his chief as a sort of demi-god. The first of the monster meetings was held at Trim, in the county Meath, on the 19th of March, and was said to have been attended by about 30,000 persons. A dinner took place in the evening, at which Mr. O'Connell delivered an exciting speech. Referring to the bright eyes and hardy look of the multitudes that surrounded him that day, he asked, would they be everlasting slaves? They would answer "No," and he would join in the response, and say, "I shall be either in my grave or be a free man. Idle sentiments will not do. It will not do to say you like to be free. The man who thinks and does not act upon his thoughts is a scoundrel who does not deserve to be free." The monster meeting held at Mullingar on the 14th of May (Sunday) was attended by Dr. Cantwell and Dr. Higgins, two Roman Catholic bishops, and a great number of priests. This was one of the largest of the meetings, and was remarkable for the declaration made by Dr. Higgins, to the effect that "every Roman Catholic bishop in Ireland, without exception, was a Repealer. He defied all the Ministers of England to put down the agitation. If they prevented them from assembling in the open fields, they would retire to their chapels, and suspend all other instruction, in order to devote all their time to teaching the people to be Repealers. They were even ready to go to the scaffold for the cause of their country, and bequeath its wrongs to their successors." This outburst excited tumultuous applause, the whole assembly rising and cheering for a considerable time.

ONE:On the 27th of November, only two days after the receipt of the news of the surrender of Lord Cornwallis, Parliament met. The king adverted to the unhappy event, but still declared that he should be betraying his trust, as sovereign of a free people, if he did not refuse to give up the contest; that he still trusted in Divine Providence, and he called for fresh, animated, and united exertions. He turned with more satisfaction to the successes in the East Indies, and the safe arrival of our principal mercantile fleets. In the Lords, the Earl of Shelburne attacked the Address, supported by the Duke of Richmond and the Lords Camden and Rockingham; but the most tempestuous burst of indignant eloquence from the Opposition took place in the Commons. Fox asserted that he had listened to the Address with horror and amazement. He declared himself confounded at the hardihood of Ministers, after such a consummation of their imbecile management, who dared to look the House of Commons in the face. He would not say that they were paid by France, for it was not possible for him to prove the fact; but, if they were not, he avowed that they deserved to be, for they had served the French monarch more faithfully and successfully than ever Ministers served a master. He especially singled out Lord Sandwich for reprobation, as the author of the wretched condition of our fleets, which were inferior in number of ships and their appointments to those of the enemy all over the globe. He called on the House to insist on the total and immediate change of Ministers, and urged the adoption of measures which should, if possible, repair the incalculable injuries they had inflicted on the nation. The Ministers, however, had strength enough to carry the Address by two hundred and eighteen votes against one hundred and twenty-nine; but the debate was resumed on the Address being reported, and then William Pitt delivered a most scathing speech, declaring that so far from our being warranted in pressing this ruinous war, he was satisfied that, if he went from one end of the Treasury bench to the other, such was the condition of the Ministry, he should find that there was not one man who could trust his neighbour; and the truth of this was becoming strikingly evident. Dundas, the Lord Advocate, hitherto one of the staunchest supporters of Lord North, spoke now as in astonishment at the language of the Ministers, declaring that some of them in Council clearly did not give their honest opinions. There were other like symptoms of defection; the sensitive placemen saw that the end of the North Administration was at hand. Lord North, perceiving the ground failing beneath him, lowered his tone, and, on Sir James Lowther, seconded by Mr. Powys, proposing a resolution that the war against America had been an utter failure, he explained that he did not advocate, in future, a continental warfare there, a marching of troops through the provinces, from north to south, but only the retention of ports on the coast, for the protection of our fleets in those seas, and the repulse of the French and Spaniards. Parliament was adjourned on the 20th of December till the 21st of January, and thus closed the year 1781.

THREE:The matter was not to be lightly or easily dismissed. On the very same day that Lord Shelburne made his motion in the Lords, Edmund[263] Burke gave notice of a series of resolutions which he should introduce after the Christmas recess. He stated the outline of his intended measures for economical reform. Whilst he was delivering a very fine speech on this occasion, Fox came in from the House of Lords, where he had been listening to the debate on Lord Shelburne's motion, and warmly supported him, lamenting that there was not virtue enough in the House to carry through so necessary��so patriotic a measure. "I am just come," he said, "from another place where the first men in this kingdom��the first in abilities, the first in estimation��are now libelling this House." The announcement excited, as Fox intended, much surprise, and he continued��"Yes, I repeat it. Every instance they give��and they give many and strong instances��of uncorrected abuses, with regard to the public money, is a libel on this House. Everything they state on the growth of corrupt influence��and it never was half so flourishing��is a libel on this House."Whilst these events had been taking place in Spain and Portugal, Great Britain had been sending money and troops to oppose Buonaparte in other quarters. Early in the spring Austria was in the field; in July a powerful fleet, carrying an army, sailed from the Downs, to create a diversion on the coast of the Netherlands, and other operations were commenced in the south of Italy. The army destined for the Netherlands amounted to forty thousand men, attended by a fleet of thirty-five sail of the line and twenty frigates, to assist where they might be needed. Buonaparte had contemplated making a great port of Antwerp, and had expended much money and labour in docks and fortifications there; but finding that the port of Antwerp was not deep enough for first-rate ships of war, he undertook to render Flushing capable of receiving and protecting a large fleet. He still contemplated, by the co-operation of Denmark and Russia, the sending forth a fleet, some day, which might cope with the British navy, or enable him to invade England. For this purpose he was building ships at Antwerp and Flushing; and it was, no doubt, these circumstances which determined the British to direct their attack on Flushing and Antwerp. Captain, afterwards Sir George Cockburn, was of opinion that these preparations of Napoleon could never affect England; that no possession of Zealand, or any part of it, could be kept by England, from its extreme unhealthiness to foreigners, and even to Dutchmen; and that it was much better for Britain to let Buonaparte build ships, and take them whenever they came out to sea, than to sacrifice the lives of our troops for no permanent benefit in this region of bogs, stagnant water, and malaria. Had these forty thousand troops been sent to support Wellington, and half the money that this fatal expedition cost, they would have enabled him to drive the French triumphantly out of Spain, and create the most magnificent diversion for Austria, as well as the most honourable to England.
